This is not an exhaustive list, as programs are updated and added over time. The only sure way to know what you qualify for is to request a free quote.

Minnesota Power - Solar Sense Program
Minnesota Power - Solar Sense Program

Available to customers of Minnesota Power.

Minnesota Power offers a solar incentive of $0.29/kWh for solar systems. The total combined rebate and incentives cannot exceed $5,000, or 60% of installed costs, whichever is less.

The total budget for 2024 is $87,675; once funds are exhausted for the year, rebates are no longer given. This incentive is lottery-style with applications opening on March 1, 2024.

Available to customers of River Falls Municipal utilities.

River Falls Municipal Utilities matches the Focus on Energy incentives up to $1,000 for residential solar systems and up to $5,000 for commercial solar systems.

Price Electric Cooperative
Price Electric Cooperative

Available to customers of Price Electric Cooperative.

Price Electric Cooperative offers a flat rate of $500 for solar panel systems. Installations must comply with specific requirements set by Price Electric.

  • The system must be installed within 90 degrees of due south.
  • The system must be installed with a panel tilt between 10-50 degrees.
  • The system must be installed with 10% or less obstacle shading, per an industry accepted tool.
  • The system must have a minimum of a five-year warranty.
  • Both modules (panels) and inverter must be installed to receive an incentive
  • A qualified contractor must install the system.

Jump River Electric Cooperative

Available to Jump River Electric Cooperative Customers.

Jump River Electric offers a $150/kW with a maximum payout of $6,000 on solar. Systems must be less than 20kW. Funds for the program are limited and may be exhausted before the end of the year.

Available to customers of Polk-Burnett Electric.

Polk-Burnett Electric offers a $250/kW rebate with a maximum payout of $750 to their customers who install solar systems.

Minneapolis Green Cost Share
Minneapolis Green Cost Share

Available to residents of the City of Minneapolis.

The City of Minneapolis’ Green Cost Share Program offers various rates on their incentives that are dependent on location and income level. This incentive payout is based on the estimated annual kilowatt hours (kWh) production for the solar array.

Rates are as follows:

  • The base rate of $0.20/kWh
  • The environmental justice category provides $0.35/kWh
  • The Low-Income category offers $0.40/kWh

All business/commercial, industrial, nonprofit, and multifamily properties qualify for at least the base rate of $0.20/kWh. These properties can also receive the environmental justice rate if they are located in a Green Zone or Great Street Eligible Priority Area. Multifamily properties can qualify for the low-income rate if they meet certain criteria.

Properties located in Minneapolis Green Zones or Great Street Eligible Priority Area qualify for the Environmental Justice Category, which provides $0.35/kWh for the expected first year of production. There are two distinct Green Zones in the city that have been determined by looking at neighborhoods with high levels of environmental pollution and/or racial, political, and economic marginalization. The cost share is working to help residents in these areas address environmental issues and energize the economy.

Available for customers of People’s Energy Cooperative

The exact rebate amount and total payout are dependent on the direction of the solar arrays. Solar arrays must produce less than 120% of a property’s annual energy usage regardless of direction.

West Facing solar systems – $0.50 per DC Watt, up to a maximum lifetime incentive of $4,000

South Facing solar systems – $0.25 per DC Watt, up to a maximum lifetime incentive of $2,000

Available for customers of Shakopee Public Utilities.

Shakopee Public Utilities offers customers up to a $500 rebate for installed solar systems. Systems must be at least 2kW but cannot exceed 120% of prior annual electric usage. Funding for the program is limited and given on a first come, first served basis.

Available for residents of Saint Louis Park, Minnesota.

The city of Saint Louis Park offers a solar bonus cost share program to residents. The solar cost share amount ranges from 5-15%. These projects must be combined with one of their qualifying energy efficiency projects. The percentage cost share amount you receive is based on the increase of your Home Energy Score. You will need an energy report prior to and after energy efficiency projects.

The city of Edina offers a cost share program named Community Climate Action Fund. Solar installations qualify for up to 10% solar cost share for residents, businesses or organizations. Applicants must first complete a high-impact energy-efficiency project to participate.

Illinois Shines
Illinois Shines

Illinois Shines, also known as the Adjustable Block Program, offers those with solar credits for the energy they produce from their solar array. There are no income limits for those who participate. Funding is based on what block an array is in, which is determined by the size and production of the array. Those who already have a solar energy system can register with Illinois Shines and receive 15 years of payments in return for solar renewable energy credits (SRECs).

Illinois Solar For All (ILSFA) Program

ILSFA offers low-income homeowners and building owners the opportunity to participate in the distributed generation program by installing ground-mounted or rooftop solar panels on their property. Participants must not make more than 80% of the median income, and there are no up-front costs for participating. The program provides credits on your energy bills.

Wisconsin’s Focus on Energy Solar Rebate Program
Wisconsin’s Focus on Energy Solar Rebate Program

Focus on Energy is Wisconsin utilities’ statewide energy efficiency and renewable resource program. Since 2001, the program has worked with participating utilities and eligible Wisconsin residents and businesses to install cost-effective energy efficiency and renewable energy projects.

This Wisconsin solar rebate  is set as $500 for Residential Customers, regardless of system size.  Residents within a Focus on Energy defined rural zip code are eligible for an additional $500.

Commercial solar power customers can receive up to $50,000 (depending on system size). Commercial customers that are Agricultural producers can receive up to an additional $10,000.

New Hampshire Solar Renewable Energy Credits (RECs)

New Hampshire’s Renewable Portfolio Standard requires each electricity provider to meet customer load by purchasing or acquiring certificates representing generation from renewable energy based on total megawatt-hours supplied. Under the RPS statute, electricity providers are required to generate or purchase renewable energy certificates from suppliers through the New England Power Pool Generation Information System (NEPOOL-GIS).  Through these policies, New Hampshire residents who go solar are eligible to sell these certificates to be compensated for the green energy that their systems produce in addition to the money they’ll save on their utility bill.

New Hampshire Solar Rebates

$0.20/watt | Capped at $1,000 or half of system cost, whichever comes first

The state, through the Public Utilities Commission (PUC),  developed a rebate program for residential renewable electric generating systems. Any homeowner in the State of New Hampshire is eligible for this rebate program for solar on their home or second home that the residential owner occupies at least part of the year. The program pays $0.20 per watt and is capped at $1,000 or 30% of the cost of the system, whichever comes first.

Xcel Energy Solar*Rewards Program
Xcel Energy Solar*Rewards Program

Minnesota solar power producers in Xcel Energy territory receive an annual rebate for solar production for 10 years — in addition to net metering.

Residential solar systems can receive a performance-based rebate of $0.03/kWh for their solar array. Income-qualified residential projects can receive the same performance-based rebate plus an additional upfront incentive of $2.75/W.

Income-qualified nonprofits and government entities can receive a performance-based rebate of $0.02/kWh plus $1.00/W upfront. For-profit income-qualified properties can receive the same performance-based incentive with $.0.50/W upfront.

This program offers incentives to customers for installing PV panels and inverters listed on the California Energy Commissions (CEC) list. The PV system must be designed to produce less than 120 percent of the customer’s annual energy use, based on the past 12 months of energy use, and may have a capacity of 0.5 to 40 KW. Only licensed Minnesota solar power installers can participate in this program.

Incentives for solar PV are performance-based, established by a system’s energy production, and paid for over 10 years.

Available for customers of Owatonna and Austin Public Utilities.

The Conserve & Save Rebate program offers incentives to Owatonna and Austin Public Utilities customers for installing a PV system that meets the MN Dept. of Energy’s rebate requirements in addition to the utility requirements. The PV system must have a capacity of at least 2 KW.

Incentives for solar PV are currently set at a flat rate of $500 per system, regardless of size.

To assist residential members in recovering the costs associated with installing a solar system, Dakota Electric created a one-time $500 rebate, per premise, upon the installation and commission of your solar photovoltaic (PV) array.

Available for solar customers of all utility companies throughout Minnesota.

What is net metering? Net metering is the policy that allows people with a solar power system on their property to receive a credit on their electric bill for the excess energy they produce. Customers of any Minnesota public utility, municipal utility, and rural electric coops may participate in net metering, however, the rules of how it works and how much compensation is received differ depending on the electricity provider in your area and the size of your solar energy system.

This Massachusetts solar power rebate program is for the installation of solar photovoltaic systems of 25 kW DC or less in certain Municipal Light Plant (MLP) service territories.

  • Participating MLPs will offer rebates of $1.20 per watt, up to 50% of system costs, on installations of 25 kW DC of less.
  • Participating MLPs have pledged a specific amount of funding for this program, and the amount of pledge varies based on MLP.

USDA Rural Energy for America Program (REAP) Grants

Available for rural customers, as defined by the USDA. 

The Rural Energy for America Program (REAP) provides financial assistance to agricultural producers and rural small businesses in rural America to install solar PV systems.  The maximum funding available is 25% of system cost, and each business’s total incentive will be determined based on a business-level feasibility study.

Accelerated Depreciation

Available to any business in the United States. 

Under the federal Modified Accelerated Cost-Recovery System (MACRS), businesses may recover investments in PV through depreciation deductions.  A solar PV system is classified as five-year property (26 USC § 168(e)(3)(B)(vi)) under the MACRS, which refers to 26 USC § 48(a)(3)(A) to define eligible property.

Federal Income Tax Solar Credit
Federal Income Tax Solar Credit

Available to any property owner in the United States.

Established by The Energy Policy Act of 2005, the federal tax credit for residential energy property applies to solar-electric systems and several other renewable energy technologies. The Consolidated Appropriations Act, signed in December 2015, extended the expiration date for PV technologies, and introduced a gradual step down in the credit value for these technologies. Additional extensions of the federal solar investment tax credit occurred in 2020 and 2022.

Expenditures with respect to the equipment are treated as made when the installation is completed. If the installation is at a new home, the “placed in service” date is the date of occupancy by the homeowner. Expenditures include labor costs for on-site preparation, assembly or original system installation, and for piping or wiring to interconnect a system to the home.

The maximum allowable credit, equipment requirements and other details vary by placed in service date, as outlined below.

Solar-electric tax credit step-down schedule

  • 30% for all systems placed in service between 1/1/2022 to 12/31/2032
  • 26% for systems placed in service after 12/31/2032 and before 01/01/2033
  • 22% for systems placed in service after 12/31/2033 and before 01/01/2034
  • Standalone solar battery storage is eligible for the tax credit, as of January 1, 2023
  • Systems must be placed in service on or after January 1, 2006, and on or before December 31, 2034.
  • For residential installations, the home served by the system does not have to be the taxpayer’s principal residence.
  • For both residential and commercial installations, if the project meets certain criteria, the Investment Tax Credit can be greater than 30%.

If the federal tax credit exceeds tax liability, the excess amount may be carried forward to the succeeding taxable year. The form that you will need to complete in order to file for the federal tax credit is Form 5695. It is to be filed in conjunction with your Federal Income Tax Return. This form can be found at www.irs.gov.
